Washtenaw County Community Priority Fund Evaluation

Proposed Activities 1. The Center will lead in the design and implementation of comprehensive evaluation of all programs and services funded via Washtenaw Rescue Plan via American Rescue Plan Act and connected Washtenaw County general fund allocations. Priority will be given to Community Priority Fund grants and awards. a. The evaluation will include a comprehensive evaluation of the Washtenaw County Child Savings Account program–My Future Fund. b. The Center will also generate a gap analysis for what might be missing in the overall county ecosystem. 2. The Center will provide comprehensive reporting and data gathering on all Washtenaw Rescue Plan initiative awards. 3. The Center will work in close collaboration with Washtenaw County ARPA Strategic Team, led by the Racial Equity Office, and inclusive of ARPA Project & Compliance Manager, to ensure compliance with US Treasury Reporting requirements. 4. The Center will provide no less than an annual presentation and report to the Washtenaw County Board of Commissioner and County Administration. Proposed Deliverables The Center will produce an interim evaluation plan for June 30, 2023. The Center will produce a final evaluation report for December 31, 2024. The Center will collaborate with Washtenaw County Racial Equity Office to host a convening on lessons learned from the Washtenaw Rescue Plan, as well as implications for equitable development in the future.
