Changing the narrative that CSAs and Baby Bonds (prior to this there was the notion that there was an asset building field and a CSA field and even at the national asset building conferences CSAs were treated as pre-meeting event not part of the main asset building conference agenda) are separate and distinct ideas is important to being able to build the kind of collation that is strong enough to not only propose legislation but pass it. Moving beyond exploration to attempting to actually pass substantive asset building legislation, from my perspective, we must unite behind a set of principles and let them be the guiding light through the legislative process and define when compromise is appropriate or merely a ruse (in response to this report, in part, we see this coming about to some degree through the Urban Institute efforts discussed below).
