Professor Katie Maguire-Jack spoke with the Associated Press (AP) about a recent report showing that in Oregon, rural counties place kids in foster care at almost double the rate of urban areas. While poverty is one of the main risk factors associated with neglect, assessing the cause can be complicated.

“(It) can be very difficult to disentangle if a parent is acting a certain way because of poverty alone,” Maguire-Jack said. “Poverty tends to coexist with other social problems that can make it difficult to parent a child.”
