Classification: Full-time employment; exempt from overtime

Reports To: Program Director

Summary: The deputy project manager works closely with the program director and program assistants in support of a large online system for the State of Michigan.

Essential Duties

  • Define project scope and schedule while focusing on regular and timely delivery
  • Organize and lead project status and working meetings
  • Manage risks and issues
  • Participate in requirements gathering, manage client expectations and stakeholder communications, and implement an effective system of project governance
  • Attend meetings and document and distribute meeting minutes
  • Assist with the documentation of system/feature designs and test plans
  • Manage a well-defined project management process and champion ongoing process improvement initiatives
  • Assist in team development while holding teams accountable for their commitments and removing roadblocks to their work
  • Mentor team members and resolve conflicts

Qualifications

  • Graduate degree preferred with five to ten years of experience in managing technology projects (250K+)
  • Three or more years of business analysis or requirements gathering experience
  • Three or more years of technical documentation experience
  • Proven ability to lead software development projects and ensure objectives, goals, and commitments are met
  • Strong understanding of the software development lifecycle
  • Expert knowledge of traditional and agile project management principles and practices
  • Proven track record of successfully implementing software or web development projects
  • Balanced business and technical backgrounds to provide leadership for development teams while successfully collaborating with clients to develop strategies and solutions of high business value
  • Excellent oral and written communications skills and experience interacting with both business and IT individuals
  • Strong interpersonal skills, including mentoring, coaching, collaborating, and team building
  • Strong analytical, planning, and organizational skills with an ability to manage competing demands
  • Ability to creatively solve problems and focus on details while maintaining the “big picture” view
  • Ability to embrace, work through, and manage unexpected ambiguity
  • Demonstrated experience with Visio or other workflow diagramming software and Microsoft Project or other project management software
  • Experience with Microsoft Access or SQL and HTML preferred

Work Environment

Work is primarily performed in an indoor, environmentally controlled office setting. Some local and in-state travel may be required (<10%). The nature of the work has frequent interruptions, contact with the public and clients, and performance of repetitive tasks. The position requires strong communication skills. While the employee may be required to work beyond normal working hours, Public Sector Consultants (PSC) strives for staff to maintain a healthy work-life balance.
